DTCP vs BMRDA vs BDA vs RERA: Plot Approvals Explained

These four letters confuse almost every first-time plot buyer in Bangalore. Here is the plain-English version — what each approval is, where it applies, and what it actually means for your loan, your construction and your resale.

An "approval" simply means a government authority has sanctioned the layout and confirmed it follows planning norms — road widths, parks, civic amenities and land use. Which authority signs off depends entirely on where the land sits.

BDA & BBMP

The Bangalore Development Authority (BDA) and Bruhat Bengaluru Mahanagara Palike (BBMP) govern land within Bangalore's core development and municipal limits. BDA-approved layouts are generally considered the gold standard inside the city.

BMRDA

As the city expanded, peripheral zones came under the Bangalore Metropolitan Region Development Authority (BMRDA) — areas like Sarjapur, Hoskote, Anekal and the Devanahalli belt. BMRDA sanctions layouts in these fast-growing suburban corridors.

DTCP

The Directorate of Town & Country Planning (DTCP) covers towns and areas outside BDA/BMRDA jurisdiction. A DTCP-approved layout has been verified against the Karnataka Town & Country Planning Act — legitimate, provided it is genuine.

RERA — the accountability layer

RERA is different from the three above. Planning bodies approve the layout; Karnataka RERA registration makes the developer legally accountable for delivering it as promised. Plotted layouts above the notified size must be RERA-registered. Always confirm the project on the official Karnataka RERA portal.
